			<content:encoded><![CDATA[<p>Communities are made of people and people don&#8217;t last forever. It is sad but very true. The identity community experienced this reality with the passing of RL Bob on July 12 from complications during an experimental cancer treatment.</p>
<p>For those who worked closely with Bob this loss is absolutely devastating both personally and professionally. Those who interacted with him once in a while will miss his presence. Those who did know him will experience his gifts and contributions transmitted through those who did.</p>

<p><a href="http://iiwsatellitedc2012.eventbrite.com/">REGISTRATION IS OPEN! </a></p>
<p>The main IIW conference convenes semi-annually in California with a focus on user-centric digital identity facilitating cross industry collaboration between large and small companies and across all major standards organizations and between various industries.</p>
<p>The community is engaged in solving the technical challenges of how people can manage their own identity and data across the range of websites, services, companies and organizations that they belong to, purchase from and participate with. We also work on trying to address social and legal issues that arise with these new tools and innovation in business models for a healthy overall ecosystem.</p>
<p>The event is unique because the agenda is created live the day of the event. As people register solicit ideas for sessions and post them on a wiki. <p>The 13th IIW held this past October was the largest thus far with over 300 in attendance.  It included two day’s of focus one around NSTIC (National Strategy for Trusted Identities in Cyberspace) and the other called Yukon (You-Con) around people and their data, in particular the business opportunities that emerge around this.</p>
<p>We host Satellite events in various locations to supplement our main semi-annual event. In the fall of 2010 we hosted an IIW in DC and London.  We are returning to DC this January because of repeated community requests to do so. You should also be aware we co-produce ID Collaboration Day on the Monday Prior to RSA in San Francisco.</p>

<p><strong>More About IIW</strong></p>
<p>Unlike other identity conferences, IIW’s focus is on the use of identity management approaches based on open standards that are privacy protecting. It is a unique blend of technology and policy discussions where everyone from a diverse range of projects doing the real-work of making this vision happen, gather and work intensively. It is the best place to meet and participate with all the key people and projects going on in the field.</p>
<p>The event has a unique format &#8211; the agenda is created live the day of the event.  This allows for the discussion of key issues, projects and a lot of interactive opportunities with key industry leaders. You can see the growing list of who is attending at the bottom of this announcement.</p>
<p><strong>How does it work?</strong></p>
<p>After the brief introduction on the first day, there are no formal presentations, no keynotes and no panels. After introductions we start with a blank wall and, in less than an hour, with a facilitator guiding the process attendees create a full day, multi-track conference agenda that is relevant and inspiring to everyone there. All are welcome to put forward presentations and propose conversations.</p>
<p>We do this in part because the field is moving so rapidly that it doesn’t make sense to predetermine the presentation schedule months before the event. We do know great people who will be there and it is the attendees who have a passion to learn and contribute to the event that will make it.</p>
<p>The event compiles a book of proceedings with all the notes from the conference.  Here are the proceedings from the previous Satelite in DC [link], IIW13, IIW12, IIW11, IIW10&#8230;and more from here [link to main IIW page] BTW these three documents are your key to convincing your employer that this event will be valuable.</p>
<p><strong>Conference fee covers all meeting meals &#8211; lunch dinner and dinner Tuesday evening.</strong></p>

<p>The Internet Identity Workshop (the “IIW”) offers attorneys an opportunity to be involved first hand in discussions with representatives of companies, government entities and community groups working to develop an “identity” layer for the internet (and related networked data and information systems).</p>
<p>The identity layer can help to provide legal “scaffolding” for the exponentially growing, and increasingly valuable, data and information “pile” that does not currently enjoy the benefits of a comprehensive legal structure.</p>
<p>In order to further normalize and regularize the trillions of identity/attribute-dependent interactions that occur daily (aggregating email, social networking, search, and voice communications) across multiple platforms, in different industries and different legal jurisdictions, the development of standardized technology tools and legal rules is critical to the development of systems that handle information for the three main user groups.  These include those stakeholders in commercial markets, social communities and political governance structures that use networked information</p>
<p>IIW is one place that the discussion is taking place among technologists, policy and management folks and attorneys; working together to build data/identity infrastructure to serve these emerging needs.</p>
<p><span id="more-491"></span></p>
<p><!-- p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 12.0px 'Times New Roman'} p.p2 {margin: 0.0px 0.0px 0.0px 0.0px; font: 12.0px 'Times New Roman'; min-height: 15.0px} span.s1 {letter-spacing: 0.0px} --><strong>Why is an identity layer important to lawyers?</strong></p>
<p>Even though “identity” is not taught as a separate subject in law school, and law firms don’t  yet maintain “identity law” groups, the identity of individuals, legal persons (such as corporations, LLCs, etc.) and their representatives, and property (both tangible and intangible) is tightly bound up with nearly every concept in law.  Examples include the obvious “signature” issues, but also a host of other evidence issues, liability issues, ownership and possession issues, legal capacity, civil liberties, legal duties and a variety of other issues.</p>
<p>Issues of “identity” are sufficiently important that formalized legal processes and documentation protocols have been developed over centuries to memorialize and document “identity” for traditional, offline interactions and commercial transactions.</p>
<p><strong>What has changed?</strong></p>
<p>The internet mediates interactions and commercial transactions between remote parties by carrying data that provides relevant information that has value to such parties in those settings.  Participants in such interactions and commercial transactions rely on the veracity, reliability and predictability of that online intermediation as a substitute for the traditional cues (including formal legal identity processes) upon which they have come to depend, and around which they have structured their respective commercial, governmental and social practices, but which are not available “online.”</p>
<p>The quality of the online intermediation offered by the combined efforts of the technology, and the individuals and the institutions that “host” online interactions has legal implications for both the interaction participants and for the online “inter-mediators.”</p>
<p><strong>What is missing?</strong></p>
<p>Unfortunately, there is currently no comprehensive, internet-scale set of standardized rules and laws to give users and providers of online data “inter-mediation” services guidance as to their respective duties relating to the handling of data and information.  The reason for the “gap” is that, due to networking and processing advances, data and information (including “personal information” and other identity-related information) has very rapidly become significantly more valuable throughout the economy</p>
<p>Groups typically create formal laws to address transactions in things that they value (monetary and otherwise).  The pace of technology change (and in particular those technologies that enable the networking of devices that collect and process data) has created a situation where a increasingly valuable asset, networked data, has value, but its users (including both service providers and individual and business users) suffer the consequences of an underdeveloped legal structure for managing that resource.</p>
<p><strong>The role of law in managing commonly-used data resources</strong></p>
<p>Because the resource is broadly networked, it is available to a variety of different users, each of which desires to access the resource for typically legal and appropriate purposes.  Sometimes, however, different users’ interests can come into conflict.  In these situations it can be helpful (and is likely necessary) to establish formal legal rules to document the balancing and resolution of the parties’ respective interests.  This documentation can “normalize” the use of the resource to the benefit of all users.</p>
<p>From the legal perspective, the current challenges of “privacy,” “security,” and “un certain liability” can all be viewed as symptoms of an under-developed legal structure for data and information.    Those symptoms can be alleviated by developing the legal structure through standard contracts and supportive laws to structure mutual, enforceable legal rights and duties.</p>
<p><strong>Communities, Markets, and Governance Structures are three names for “network effect”</strong></p>
<p>The under-developed legal structure reflects a classic “pre-market” situation.  The underdeveloped markets include related markets for data, data rights and data transfer (communication) services.  The development of the “market” is not just about commercialization, it is more broadly about standardizing the rules of “exchange and transfer” of data, which will help to address the needs of users in the social and governmental contexts as well.</p>
<p>The legal structures for the “market” are, of course, not entirely underdeveloped.  There is a robust advertising market that relies on the data resource.   In addition, laws in several jurisdictions establish certain duties for data handlers and online transaction “inter-mediators,” which affect the manner in which selected stakeholders in those markets handle data.</p>
<p>Importantly, these initial areas of greater development demonstrate the potential value of networked data.  In addition, the monetization of that value (currently through advertising and other uses) helps to fund innovation and, much like advertising on network television, pays for the “programming;” which in the case of the internet is a host of no-additional charge services.</p>
<p>Notwithstanding the mature state of existing markets, none of the legal structures currently in place (whether contractual or statutory) has been directed toward offering comprehensive solutions that balance the interests of all parties involved in those transactions into a sustainable, reliable, predictable and interoperable data infrastructure.</p>
<p><strong>What are the benefits of standardized legal infrastructure</strong></p>
<p>Standardized, normalized, reliable identity functionality will offer greater certainty to internet stakeholders whether they are using the common pooled information resource for commercial purposes in markets, in social setting with online communities or in political contexts with online governance structures.</p>
<p>Once that reliable identity layer is established, it can support the identification and authorization aspects of a variety of online and offline transactions that depend on the internet.  In this way, it can serve as the scalable, interoperable, infrastructure; a virtual  “information infrastructure” for the exponentially increasing “pile” of intangible assets currently referred to as “data.”</p>
<p><strong>Is the identity layer just about individuals?</strong></p>
<p>The identity layer can function to provide certainty about the identity of other individuals, entities and even things that are increasingly connected to one another online.  Businesses, governments and individuals depend on reliable, predictable methods to confirm identity.  The issue arises in any context where an agency or other representative relationship is present (including employment settings, fiduciary arrangements, trusts, financial transactions, etc.).  A very substantial part of both transactional, litigation and regulatory practices are dependent on how systems support and document identity.  Identity issues are relevant in the construction and enforcement of legal duties, the evaluation of breaches, issues of causation and ultimate liability for damages.</p>
<p><strong>The “un-conference” format</strong></p>
<p>The attendee-guided format, while initially unfamiliar to those used to standard “classroom” CLEs, has the advantage of allowing the “experts” in attendance from various fields to work together to dynamically set the agenda based on the latest developments affecting the area.  Discussions are often influenced by industry news released during the meetings.</p>
<p>The open format helps to expose attendees to issues and solutions from various related sub-fields of legal, policy, management and technology.  That broad exposure typically provides attendees with greater insight into solutions for the challenges that they face back at the office and more energized to explore the legal implications of this burgeoning market.  Most attendees watch their in-box for the invitation to the next IIW.</p>

			<content:encoded><![CDATA[<p>Day 3 Thursday May 5th, we&#8217;re calling IIW+Yukon</p>
<p>IIW has always been a development workshop. It’s where people working on problems and opportunities get together and move things forward. In most cases it&#8217;s about what happens before those ideas turn into a startup pitch. Some of the work is purely creative. Some of it shakes down half-baked work. Some of it is collaboration between new development efforts and established companies and development communities. Some of it is working out problems between competing or converging development projects that wouldn&#8217;t be talking if they weren&#8217;t in the same small rooms with tough questions from users and investors — and a whiteboard. All the sessions are breakouts. No speakers or panels. The participants suggest and choose every topic.  This IIW, our twelfth (we do two per year) we are inviting VCs for the first time. One reason is that we want investment heads at our tables. Another is to see how it goes when VCs get to see work that&#8217;s pre-angel and pre-first-round. (Or, in some cases, post-both.)</p>
<p><strong>Personal Data Control and Leverage</strong> is the theme for this day. That&#8217;s where the individual controls and drives the use of their own data, and data about them held by other parties. This isn&#8217;t social.   It&#8217;s personal. The development areas here are personal data stores (PDSes) and data sharing, VRM (vendor relationship management — the customer-side counterpart of CRM), and the whole emerging personal data ecosystem, which happens to have shown up first at earlier IIWs.</p>

<p>The Internet Identity Workshop focuses on “user-centric identity” and trying to solve the technical challenge of how people can manage their own identity across the range of websites, services, companies and organizations that they belong to, purchase from and participate with. We also work on trying to address social and legal issues that arise with these new tools.  Emerging themes include: Trust Frameworks, the next generation of OpenID -> Connect, Identity in the Browser or Active Clients, Personal Data and a new Ecosystem around data aggregated and controlled by end users, managing Identity in the Cloud, the Federated Social Web and emerging standards &#038; code for that along with Vendor Relationship Management. </p>
<p><strong>Something New: IIW + Yukon</strong>:  One of the longtime themes of IIW is how identity and personal data intersect.  Many important discussions about Vendor Relationship Management (VRM) have also taken place at IIW.  In recognition of how personal data and identity are intertwined, the third day of the IIW, May 5, will be designated &#8220;IIW + Yukon&#8221; and will stress the emerging personal data economy.  The primary theme will be personal data control and leverage, where the individual controls and drives the use of their own data, and data about them held by other parties.</p>
<p>This isn&#8217;t social. It&#8217;s personal.  This day you can expext open-space style discussions of personal data stores (PDS), PDS ecosystems, and VRM.  One purpose of Yukon is to start to focus on business models and value propositions, so we will specifically be reaching out to angels and VC&#8217;s who are intersted in personal data economy plays and inviting them to attend.</p>
<p><strong>A Warm Up Event: </strong>STLPartners/Telco 2.0 &#8211; <strong><a href="http://www.newdigitaleconomics.com/Americas_April2011/workshop.php">New Digital Economics Personal Data Ecosystem Workshop April 7th</a> </strong> is happening 1 month before IIW it is a warmup event &#8211; helping make connections to the Telecommunications space.  Their European event will be in London the week after IIW. </p>
<p>A follow-up event: <a href="http://www.digitaldeathday.com">Digital Death Day</a>, May 6th. </p>
<p>Preceding event OpenID Summit on May 2nd. </p>
<p><strong>IIW is the place where everyone from a diverse range of projects doing the real work of making this vision happen gathers and works intensively for three days.</strong>  It is the best place to meet and participate with all the key people and projects!  As a community we have been exploring these kinds of questions:</p>
<p>How are social networking sites and social media tools applying user-centric identity?<br />
What are the open standards to make it work? (identity and semantic)<br />
What are technical implementations of those standards?<br />
How do different standards and technical implementations interoperate?<br />
What are the new social norms and legal constructs needed to make it work?<br />
What tools are needed to make it usably secure for end-users?<br />
What does user-centric identity mean for enterprises?<br />
What are the businesses cases / models that drive all this?</p>
<p>Topics already proposed can be<a href="http://iiw.idcommons.net/Iiw12_Proposed_Topics"> seen on the wiki</a>.  As people register they are asked to share their ideas. Anyone at the workshop can propose a topic/session. </p>
<p><strong>How does it work?</strong><br />
After the brief introduction on the first day there are no formal presentations, no keynotes, no panels. We make the schedule when we are face to face the first day of the conference. We do this in part because the field is moving so rapidly that we your organizing team are in no position to know what needs to be talked about. We do know great people who will be there and it is the attendees who have a passion to learn and contribute to the event that will make it.</p>
<p><strong>Schedule<br />
</strong>The agenda will be created live each day by attendees present at the opening of the day.<br />
Tuesday Day 1 will begin at 9am with introduction/orientation followed by Agenda Creation. There will be 5 working sessions.  Dinner is included and served at a local restaurant. </p>
<p>Wednesday Day 2 will have agenda creation beginning at 9:00. There will be 5 working sessions and a demo hour after lunch. Dinner is included and served at a local restaurant. </p>
<p>Thursday Day 3 will have agenda creation begin at 9:00. There will be 5 working sessions and we will end by 4pm.</p>

<p>This event is being jointly produced by the<a href="http://kantarainitiative.org/wordpress/2010/12/identity-collaboration-day-feb-14-2011/"> Kantara Initiative</a> and <a href="http://www.internetidentityworkshop.com">IIW producers</a> (Doc Searls, Phil Windley and Kaliya Hamlin), Identity Commons.</p>
<p>Join us in connecting the big enterprise resources with individual contributors (big and small) The focus of this event will be to explore the emerging synergies between the user-centric and enterprise communities.</p>
<p>On-going perceptions of a struggle between these two communities have been written about and explored by some of the brightest minds in the identity management and privacy spaces.  However, given this event takes place on Valentine’s Day the, <em>Identity Collaboration Day</em> will take the inverse approach and focus on what these groups actually have in common and how we can, and ARE, working together to leverage the sweet spots within both areas of approach.  We hope that you’ll join us in working to dispel negative competitive perceptions and work towards harmonized approaches for the good of all!</p>
<p>We imagine a whole range of interesting topics that user-centric and enterprise communities contribute to will be put forth. You can see the range of topics covered at the most recent IIW in November <a href="http://iiw.idcommons.net/Notes_IIW11">here on their wiki</a>.   Kantara&#8217;s current list of working groups <a href="http://kantarainitiative.org/wordpress/groups/">is here</a> and latest announcements can be <a href="http://kantarainitiative.org/wordpress/blog/">found here</a>.</p>
<p>So&#8230;. if you are involved in the Identity Commons or Kantara Initiative, OIX, Open ID,  Information Cards or anything else identity related come and spend a day collaborating together!</p>
<p>Like IIW, the agenda will be created live the day of the event by the participants.  Ideas for session topics are gathered as attendees register and they will be shared online leading up to the event.</p>
<p>Due to the many different activities happening on the Monday before RSA, we have divided the day into 2 distinct sessions – morning and afternoon. Tickets are available for the entire day or for just the Morning or Afternoon session. Agenda creation will happen a second time just after lunch at the beginning of the Afternoon session.</p>
<p>The venue is in downtown San Francisco, just a short walking distance, cab or subway ride from the RSA Convention Center.</p>

In the coming weeks we will be posting several different perspectives.  <a href="http://sites.google.com/site/ericsachs2/">Eric Sachs</a> from Google shared this first in our series of perspectives:</p>
<blockquote><p>The Internet is evolving from a set of web-sites connected by hyperlinks to a set of web-applications connected via APIs.  Google&#8217;s original search business evolved from those using those hyperlinks to index the Web.  The Googlers who attend IIW are there to help build and evangelize tools that enables those web applications to connect via APIs.  Google offers many tools for developers to build web applications to help the Internet evolve.  These include tools such as Google Web Toolkit, Google App Engine, Google Analytics, etc.  The technologies discussed at IIW, such as OAuth and OpenID, are key tools for the latest generation of web applications.</p>
<p>Security is a key aspect of these API connections because in many cases the data being moved is private, as opposed to public.  Developers prefer for security protocols to be publicly documented and debated by community experts who will help find any potential security flaws.  Many sessions at IIW are focused specifically on these types of security evaluations by experts in areas such as cryptography including members of Google&#8217;s security team.</p>
<p>The IIW sessions on user experience are also critical, especially when it involves issues of privacy, consent, and control over private data.  While tools like OAuth &amp; OpenID are powerful, they raise many user experience challenges, and so web-applications developers need information about best practices in those areas.  Google has made a large investment in <a href="https://sites.google.com/site/oauthgoog/">publishing our research</a> in that area.  For example, at the most recent IIW we announced <a href="http://openidsamplestore.com/">openidsamplestore.com</a> which is a fully interactive site to showcase the latest best practices for how to be an OpenID relying party.</p>
<p>Google definitely plans to continue to have a large set of attendees at future IIWs.  We are increasing the number of projects we are pursuing the area of Internet Identity.  We are also constantly on the lookout for people we can hire to help those efforts, so if you are interested, contact me at <a href="mailto:esachs@google.com">esachs@google.com</a></p></blockquote>

<p>IIW is the meetings space where the user centric identity community invents the future.</p>
<p>IIW is where technology and humanity join forces.</p>
<p>As a result of today I feel that efforts from the past 6 years of IIW “plumbing” + “philosophical” discussion may be yielding value for consumers, business and startups.</p>
<p>As a result of this conference I have a deeper understanding of the technical challenges and opportunities in creating end-user value. (Browser, device, Internet search sites) &amp; the new business models that will launched.</p>
<p>As a result of this conference I understand PDS/PDX more and believe we are on the verge of having a a whole bunch of businesses around it.</p>
<p>IIW is an amazing collection of people, ideas, passion and perspective about very important issues, technology and its fun.</p>
<p>IIW is a workspace and venue where thought leadership is developed on the key concept social, media and online activity: personal identity management.</p>

			<content:encoded><![CDATA[<p>We thought we would share with you some more information about our venue. It is 0verlooking Meridian Hill Park, and is a 18,000 sq ft, 40-room Renaissance-revival style mansion. It has been quite fascinating to find over the course of organizing the event that several people we know have gotten married here.</p>

<p>The Center has undergone a landmark restoration to its former glory of the 1927 Renaissance Revival design, with adaptations to serve a broad range of modern needs and environmental retrofitting.  The special event space is where we are hosting the Internet Identity Workshop.</p>
<p>We are making sure there is going to be adequate wifi for the event with Jump Labs sponsoring that aspect of the conference.   Just as we do in our regular IIW we will be having a barista for most of the 2 days.</p>
<p>Dinner Thursday evening will be hosted thanks to Booz Allen Hamilton who is sponsoring AND we will be having a bus transport people from the venue to our dinner location that will be even closer to a metro then IIW.</p>
<p>We know it is quite different then our usual home on the west coast at the Computer History Museum however we think it will prove to be a great starting point for future events on the East Coast.</p>

<p>The Tenth Internet Identity Workshop in May, 2010 was the largest ever. <p>The Internet Identity Workshop (IIW) is a working group of the Identity Commons and has been convened in California semi-annually since 2005.  The 10th IIW was held this past May and had the largest attendance thus far.</p>
<p>We listened to feedback from IIW attendees who missed the space it created to innovate and get work done &#8211; we agree with you. <a href="http://www.windley.com/archives/2010/09/changes_for_iiw.shtml"> Phil wrote a post about the shift in September  during IIW-East in DC</a>.</p>
<blockquote><p>We can stand still and serve as a workshop for introducing newbies to Internet identity or we can move forward as the conversation shifts to the interesting questions that Internet identity brings up. We’re choosing the later path. IIW can’t serve both groups effectively and ultimately we’re rather be a smaller workshop closer to the “get your hands dirty” attitude that has characterized IIW from the start.</p></blockquote>
<p>This is not to say that first timers are not welcome, but that people shouldn&#8217;t expect a lot of &#8220;getting up to speed&#8221; type sessions.  Come and work.</p>
<p>Internet Identity Workshops focus on “user-centric identity” addressing the technical and adoption challenge of how people can manage their own identity and data across the range of websites, services, companies and organizations with which they interact.</p>

<p style="text-align: left;"><strong>How does it work?</strong><br />
After the brief introduction on the first day, there are no formal presentations, no keynotes and no panels. After introductions we start with a blank wall and, in less than an hour, with a facilitator guiding the process attendees create a full day, multi-track conference agenda that is relevant and inspiring to everyone there. All are welcome to put forward presentations and propose conversations.</p>
<p style="text-align: left;">We do this in part because the field is moving so rapidly that it doesn’t make sense to predetermine the presentation schedule months before the event. We do know great people who will be there and it is the attendees who have a passion to learn and contribute to the event that will make it.</p>
<p style="text-align: left;">The event compiles a book of proceedings with all the notes from the conference. There have been many requests to have an IIW come to Europe, and now the emerging interfederation at the European scale is providing a timely basis to have one in London. This event immediately precedes RSA and has the theme of Identity Across Borders and Sectors. </p>
<p>IIW&#8217;s focus is on “user-centric identity” or &#8220;user-driven identity&#8221; &#8211; addressing the technical and adoption challenge of how people can manage their own identity across the range of websites, services, companies and organizations with which they interact.  <span style="font-size: 13.2px;">The focus of this first IIW-Europe will be on the whole range of global and European initiatives in this space.</span> </p>

<p>The Internet Identity Workshop has been held semi-annually in California since the Fall of 2005. The 10th IIW was held this past May and had the largest attendance thus far. There have been many requests to have an IIW on the East coast, and now the <strong>Open Identity for Open Government Initiative</strong> and the recently released <strong>National Strategy for Trusted Identities in Cyberspace</strong> is providing a timely incentives to have one in Washington. This event immediately follows the Gov 2.0 Summit</p>
<p>IIWs focus is on “user-centric identity”, addressing the technical and adoption challenge of how people can manage their own identity across the range of websites, services, companies, government agencies and organizations with which they interact. IIW-East will focus mainly on the government adoption of open identity technologies for use by government websites.</p>
<div id="_mcePaste">Unlike other identity conferences, IIW’s focus on the use of identity management approaches based on open standards that are privacy protecting. IIW is a unique blend of technology and policy discussions where everyone from a diverse range of projects doing the real-work of making this vision happen are able to gather to work intensively for two days. <strong>It is the best place to meet and participate with all the key people and projects such as:</strong></div>

<p>The event has a unique format &#8211; the agenda is created live the day of the event. This allows for the discussion of key issues, projects and a lot of interactive opportunities with key industry leaders.</p>
<p>The event compiles a book of proceedings with the notes that are gathered from the conference. BTW these FOUR documents are your key to convincing your employer that this event will be valuable. As attendees register we ask about topics they wish to discuss.</p>
<p>Providing identity services between the general public and government websites is a different problem than providing authentication and authorization services within one or a few organizations (enterprise provisioning/termination or federation between two companies or government agencies).</p>
